Board Exam Cheating Rules 2027 — What Is Allowed, CCTV Rules, Phone Penalty

Complete board exam cheating rules 2027. What is allowed and not allowed in the exam hall, CCTV monitoring rules, phone penalty, unfair means consequences for CBSE and state boards, calculator and watch rules, items to carry vs items banned, appeal process.

In short: Every year, thousands of students face Unfair Means (UFM) cases — not always for deliberate cheating. Many get caught for things they didn't even know were not allowed: carrying a phone (even switched off), having written notes in a pocket, or wearing a smartwatch. The consequences range from cancellation of that paper to debarment from future exams. This guide covers the complete rules: what IS allowed in the exam hall, what is strictly banned, CCTV monitoring rules, phone policy, penalty structure for CBSE and major state boards, the process if caught, appeal options, and items you must carry versus items that will get you in trouble. Know the rules before you enter the hall.

"My parent's phone"Doesn't matter whose phone it is. If it is on your person or at your seat → UFM.

Best practice: Leave your phone at home or in the car. Give it to your parent before entering the centre.

Frequently Asked Questions

Q1. What if I accidentally carry my phone and realise it at the centre? Immediately give it to the security personnel at the gate OR hand it to your parent. Do NOT take it inside the exam hall. If you realise inside the hall, immediately raise your hand, inform the invigilator, and hand it over. Proactive disclosure usually results in a lighter response than being caught.

Q2. Can I carry a transparent pouch instead of a pencil box? Yes. In fact, a transparent pouch is RECOMMENDED. Most boards prefer transparent stationery cases because they can be visually inspected. Opaque boxes may be opened and checked.

Q3. What happens if someone else is caught cheating near me? Will I be affected? Generally, no. UFM cases are individual. However, if the invigilator suspects mass cheating or collaboration, nearby students may be questioned. Keep your eyes on your own paper at all times.

Q4. Can I go to the bathroom during the exam? Yes, but with restrictions. Raise your hand. An invigilator or assistant will escort you to the bathroom. Your answer sheet stays on the desk (supervised). Going multiple times may raise suspicion. Use the bathroom BEFORE the exam starts.

Q5. My friend told me that CCTV footage is not actually reviewed. Is that true? Not true. While not every minute of every camera is reviewed in real-time, footage IS reviewed when there is any complaint, suspicious activity report, or routine audit. Post-exam reviews are common. Many UFM cases are detected from CCTV footage AFTER the exam.

Q6. What if the invigilator is wrong and I was not cheating? Stay calm. Do not argue aggressively. Cooperate during the exam. Exercise your right to submit a written response when you receive the UFM notice. Include specific details ("I was looking at the clock on the wall, not at another student's paper"). If necessary, request CCTV footage review. Many false UFM cases are cleared at the response stage. For more on what is and isn't allowed, see our guide on board exam answer sheet rules.
